nowadays organizations seriously search for their overall improvements with the aim of achieving to the organizational excellence. organizations can’t manage their programs efficiently without using comprehensive model due to examine and reform their programs. because of these needs and problems, in this thesis we are analyzing the performance management system at the department of the assessment and acceptance of islamic azad university using efqm model. after analyzing the conditions our aim is to presenting an efficient and conforming model for this department. for achieving to the research’s aim, data of the statistical population containing 60 persons of managers and experts at the department were collected occasionally. then for analyzing data and calculating statistical indicators such as frequency, percentage, mean and drawing charts in the context of descriptive statistics and doing t-test, spss and excel was used.in this research we investigate the amount of sovereignty of organizational excellence aspects with the respect to the managers, experts and employees ideas. for doing this, first we gave a score to every aspect and then differences at the empowerments and results were studied. the results those came from analyzing the data with statistical methods showed a big distance between today’s condition of the department and desired conditions. in the other word the amount of sovereignty of organizational excellence aspects at the department wasn’t desired one.
